Yes thats normal. Swarming gynes fly up during snowfall, climb on top of a large snowflake with which they slowly glide down like angels on a cloud.
Males also fly up into the sky and land on such flakes. They marry in this fluffy flying bed and upon landing the young queen digs down through the snow in search for an empty nutshell for colony foundation. So this usually happens between Christmas and Easter.
