I received a queen few weeks ago it came in the test tube but it had mold inside there and no water all's the workers were dead.

I left it uncovered with a new test tube what was covered with fresh water attached but the queen all seemed to do was burrow into the mold so I gently knock her into the new testtube.

Now I check on her every few days and she seemed active moving about but no sign of her laying eggs or anything else.

Any advice on what I could do next?

What queen is it????
Sounds like she wasn't looked after before you received her. As long as there is water just leave her covered up for a few weeks and patience will reward you.
